In 2016, F&B Advisors collaborated with Paul Boothe of the Lawrence National Centre for Policy and Management at Ivey Business School at Western University to produce this report on Canada's GHG emissions challenge, the first in a three-part series. The report examines Canada's current and projected emissions on an absolute and per-capita basis in the context of national and provincial climate plans and resulting "emission gaps" in terms of stated targets for GHG reductions. The report was funded by the Ontario Government (without editorial input), and is available here.

Sharing the Burden: Canada's GHG Emissions
In 2016, F&B Advisors collaborated with Paul Boothe of the Lawrence National Centre for Policy and Management at Ivey Business School at Western University to produce this report on Canada's GHG emissions challenge, the second in a three-part series. The report examines Canada's projected emissions gap, and the allocation of emissions reduction burden among provinces using different methodologies based on historical, egalitarian, and efficiency concepts. Squaring the Circle: Canadian GHG Emissions
In 2016, F&B Advisors collaborated with Paul Boothe of the Lawrence National Centre for Policy and Management at Ivey Business School at Western University to produce this report on Canada's GHG emissions challenge, the third in a three-part series. The report looks at the “plumbing” needed to underpin federal-provincial collaboration on meeting Canada’s 2030 GHG emissions target. It also examines the practical elements the federal government needs to consider in order to act as an effective “systems integrator” of provincial plans. IFC/World Bank: Business Process Review
F&B Advisors led a Business Process Review of IFC's environmental and social (E&S) investment project review procedures, including 50+ interviews of staff and consultants, time-use data analysis, and process/procedure mapping. The review identified key problems affecting the time efficiency and quality of E&S project review, and provided 40+ recommendations to improve performance throughout the project cycle.
The review was conducted in 2014-15, and implementation of the recommendations continued through 2016-18.
Canada's Ecofiscal Commission: Forward Agenda Planning
In 2016, as part of the Ecofiscal Commission's (www.ecofiscal.ca) forward-planning process, F&B Advisors conducted research to analyze opportunities for the use of economic/market-based (MBI) policy instruments in the agricultural and municipal sectors. Our analysis includes discussion of the significance of environmental impacts; the environmental effectiveness and economic efficiency of the existing regulatory regime; the suitability of MBI instruments to address identified issues; and possible areas of focus in these sectors for the Ecofiscal Commission's forward agenda.
IFC/World Bank Environmental & Social Portfolio Review - Manufacturing Sector (2016)
In 2016, F&B Advisors provided environmental and social risk analysis as part of the Manufacturing Sector Portfolio Review. This work included review and analysis of the IFC manufacturing portfolio, identification of high risk projects based on established risk criteria, recommendations to improve individual project performance, and establishment of priority projects to inform future supervision planning and site visits.
Getting to 2030 - Comparing and coordinating provincial climate policies (2016)
In 2016, F&B Advisors collaborated with Paul Boothe and the Institute for Competitiveness and Prosperity (www.competeprosper.ca) to produce a report comparing provincial climate policies in terms of emissions reduction effectiveness and cost. We propose a five-step mechanism to allow the federal government to coordinate provincial policies, and achieve Canada's 2030 greenhouse gas reduction target while minimizing costs. OECD - Country Environmental Performance Reviews - Switzerland, 2017
In 2016-17, F&B Advisors co-drafted, in conjunction with Carist Consulting, the biodiversity chapter of the OECD's Environmental Performance Review for Switzerland. The OECD Environmental Performance Review (EPR) program has been helping member countries to improve their environmental management for 20 years.

IFC/World Bank Environmental & Social Project Review - Solar PV projects (2016-18)
In 2016-2018, F&B Advisors provided environmental and social due dilligence and risk management services for IFC-financed solar energy (PV) projects in the Middle East. This work included review and analysis of annual monitoring reports for environmental and social investment conditions, status of implementation of corrective actions, and recommendations to improve performance.

IFC/World Bank EHS Guidelines Update (2015 - 2018)
During 2015-2018, F&B Advisors is acting as a Technical Reviewer for the IFC/World Bank Environmental, Health, and Safety Guidelines Update. The EHS Guidelines are globally-recognized sources of international industry practices, and used in global project finance via the Equator Principles. F&B Advisors has conducted research, technical drafting, and analytical support for the revision of the EHS Guidelines for the Cement and Lime Manufacturing sector; the Ports, Habours, and Terminals sector; the Electricity Transmission and Distribution sector, and the General EHS Guidelines, respectively.

IFC/World Bank Group - Portfolio Tool for Environmental and Social Risk Management (2016-18)
In 2016, F&B Advisors designed a Portfolio Risk Management Tool to analyze the portfolio using established risk metrics for environmental and social performance. In 2018, this Tool was formally adopted by IFC as the new Supervision Visit Planner (SVP).
Pembina Institute - State of the Framework - Tracking Implementation of the Pan-Canadian Framework on Clean Growth and Climate Change (2017)
In 2017, F&B Advisors assisted the Pembina Institute in the drafting of the report “State of the Framework - Tracking implementation of the Pan-Canadian Framework on Clean Growth and Climate Change”. The report is an assessment of the state of the implementation of the PCF after its first year of implementation and presents to governments a number of recommendations to ensure that the PCF delivers on its promises. Transport Canada – Oceans Protection Plan (2016-17)
In 2016-17, F&B Advisors assisted Transport Canada with the policy development of a new set of programs to enhance Canada’s marine safety system by partnering with Indigenous and other coastal communities. F&B Advisors worked with officials from Transport Canada, the Canadian Coast Guard, Fisheries and Oceans Canada and Environment and Climate Change Canada to develop the Oceans Protection Plan (OPP) which was announced by Prime Minister Trudeau on November 7, 2016. In 2017, F&B Advisors helped Transport Canada to launch the OPP Secretariat.
Fisheries and Oceans Canada – Review of the Fisheries Act (2017)
In 2017, F&B Advisors was hired by Fisheries and Oceans Canada (DFO) to assist with the government-wide review of environmental and regulatory processes which included a commitment to restore protections to fish and fish habitat and incorporate modern safeguards.
During this mandate, F&B Advisors supported DFO with the public and Indigenous consultations, inter-departmental coordination, and general policy development.

Presses de l’Université de Montréal – Book chapter: Potential and Opportunities for Green Growth in Canada (2018)
In 2018, F&B Advisors was invited to collaborate in the authorship of a forthcoming book entitled “Canadian Environmental Policies and Governance”. F&B Advisors authored the green growth chapter (Potential and Opportunities for Green Growth in Canada) which examines the economic opportunities provided by the transition towards a resource-efficient, sustainable, and competitive low-carbon economy in Canada. Publication is expected in 2019.
